Minutes of previous meeting: Approved. Signed by Bryan Harvey.

Matters arising: AC congratulated members involved in reviewing patient pathway/referral guidelines for oral surgery which was completed and accepted within the week.

Treasurer: MP reported contact from GDPs in Hockley requesting LDC assistance in a dispute with S.E.Essex PCT, despite refusing to pay LDC levy. Members decided to let them conduct their own negotiations. AC to write to individual dentists re LDC levy, advising of benefits of LDC membership.

Chairman : Nil.

Secretarial: AC exhibited the new orthodontic patient care pathway and referral letter, which appeared to be very complicated (Mark Shackell suggested that this was for audit purposes). It was decided that TC Patel, Reg Patel and AC would liaise with Spencer Nute for simplification.

Commissioning post 'ring-fencing': Despite the CDO's assurances that unspent revenue can go to capital funding and be transferred by the SHA between PCTs, 'slippage' is actively encouraged by PCT finance directors, where 'committing' money is not the same as 'spending' money. AC to write requesting breakdown. MS pointed out that EU ruling means that contracts >£10K must be put to tender, and corporates are geared to this, leaving many GDPs at a disadvantage (although generally the PCT chooses the lowest bid). In his new role within the BDA as the 4th appointed regional consultant, MS is now able to give advice on tendering (see our website for further information). BH thanked MS for his invaluable help for the Essex LDC in his former existence as Consultant in Dental Public Health, and looked forward to continuing this empathy re the BDA, which intends to achieve a higher profile with LDCs, PCTs and SHAs, and where improvements are planned to the website/BDA News, etc., as well as 'LDC Connections' (run by Will Newport).

End of Year Contract Monitoring: Bob Davey was told by a GP on the PEC that he was asked to rubber-stamp the PCT's Dental Performance Management Framework, and refused as there was no dentist on the PEC; worse, the PCT tried to imply that the framework was drafted with the help of the LDC. AC to investigate.

Steele Update and PDS+: The outgoing minister, Anne Keen, forced the first wave through by 1st April (see LDC Minutes 8.3.10.); the new administration may move the goalposts. AC was unhappy that some pay would be dependant upon key performance indicators (originally 25 kpis, but now suggesting a smaller number to be negotiated with the PCT and relevant to the locale - with the usual IT problems) and that some PCTs seemed intent upon 'taking ownership' of practices for sale, which should be resisted. MS advised all GDPs with a PDS contract to convert to GDS asap. ilable.

Ortho 18 week referrals: Whilst this is progressing well in S.W.Essex and Mid Essex, AC suspected lack of honesty elsewhere re waiting times/backlogs.

LDC Conference: In Harrogate on 18.6.10., with attendance by AC, CF, MP and Piers Lambert (co-opted in his absence), plus our guest MS, who was also invited to the Dinner, to be accompanied by our beloved chairman, Bryan Harvey.

AOB: Same endodontic reamer can now be used on same patient over several visits, although BD pointed out that they are marked 'not for re-use'. The Community Dental Services will have to be put out to tender under the EU ruling (e.g. corporates tendering for 'special needs'), which means that some staff may no longer be under NHS employment protection. BD reported two cases of questionable treatment observed during 'out of hours' provision in S.W.Essex, and was advised to take up the case with the dental adviser, whilst being mindful of potentially heavy-handed treatment by the PCT. CF reported on a vocational training scheme for dental therapists, that has been set up by NHS Education South Central (NESC). It was agreed that he would look into the possibility of a similar scheme for the Eastern Region, and take to the next meeting of the Eastern Region LDC Officials for their input.
